Whatever way things turn out and by whatever means, the stated outcome stands — the situation is sealed shut into the fixed phrase 如何, so no case escapes it.

字源 FORM what the parts do

論 sets words (言) beside 侖 — gathered slips put in order, lent for the sound — to take a thing apart case by case. 無 is a borrowed negation: it cancels that sorting. 如何 locks the open clause shut: 如 (女 + 口) is to go along as, 何 the borrowed question what / how. Together 如何 fixes the open range into one sealed phrase — in whatever way it goes. The four characters are frozen; nothing is slotted in after 無論.

The open frame spells out the cases after 無論 — A 還是 B, a question-word, or A 不 A — and 都/也 in the second clause is obligatory. 無論如何 is the frozen idiom: 如何 has already sealed the whole range, so nothing is supplied after 無論 and 都 is common but optional.
就算…也…
就算 grants one hypothetical extreme case ("even if X") and then holds the line; 無論如何 names no case at all — it sweeps every way things could go into one set phrase.
如果…就…
如果 picks ONE condition and gives its consequence; 無論如何 cancels conditioning entirely — the outcome holds whichever way the situation runs.

English "no matter what / at all costs / in any case / anyhow" is a single fixed adverbial, so learners reach for it correctly as one block — but then drop the answering 都/也, which English never marks.
