Literal 怎麼說? asks the listener how to phrase or pronounce something, expecting them to answer. 怎麼說呢 turns the question inward onto the speaker's own coming answer and waits for no reply; it only stalls.
呢2 (musing wh-question)
呢2 holds a real question open for the listener to answer (你什麼時候開始呢?). 怎麼說呢 is frozen and self-addressed: no answer is wanted from anyone, it just prefaces the speaker's own words.
