字源 FORM what the parts do

怎麼 carries "how" (怎, a wondering heart 心 under 乍 for the sound; 麼 a sound-loan tail, neither graph spelling the meaning). 辦 is getting the matter done: two parties face off (辡, on loan for the sound) and strength (力) is set down between them. 怎麼辦 puts the two together: how is this to be handled.

怎麼樣
怎麼辦 asks how to settle a problem; 怎麼樣 asks how something is or how it turned out, or floats a suggestion. Swap by whether you are stuck and need a move, or weighing a state.
