1Put 一般來說 at the front, before the subject of the claim.Is this a generalization across many cases? If it is one specific event or person, drop the frame — 一般來說 only governs broad claims.
2State the claim that holds for most instances.Does the claim cover the typical case, leaving odd ones unspoken? If you mean it always holds without exception, 一般來說 is the wrong frame.
3If an exception matters, open a following clause with 但 / 不過.The exception comes after the general claim, never inside the 一般來說 clause.

How firm the claim is. 一般來說 marks the broad case with exceptions allowed (as a rule); 一定 marks something that holds without exception (definitely, for sure). Most-of-the-time -> 一般來說; no-exceptions -> 一定.
What the speaking-frame introduces. 一般來說 introduces the general rule that covers the cases; 比方說 introduces one example to illustrate it. The rule -> 一般來說; an instance of it -> 比方說.
Generality vs original state. 一般來說 sums across many cases now (as a rule); 本來 looks back to how one thing started out (originally). Across cases -> 一般來說; back in time -> 本來.
✗ 一般來說，昨天他遲到了。 → ✓ 他昨天遲到了。(a single past event takes no generalizing frame; 一般來說 governs broad claims, not one occasion)

✗ 收入越多花費越高，一般來說。 → ✓ 一般來說，收入越多花費越高。(the frame leads the claim; it does not trail behind it)
English lets 'generally speaking' float to the end of a sentence ('Spending rises with income, generally speaking'). In Chinese 一般來說 leads the clause; learners strand it at the end where it does not sit.
