任 is the carrier-letting graph: 亻 a person, 壬 rén lent for the sound; the branch used here is 任由, 任意 — leave the load to whoever takes it, do not pick. 何 is the old word for a man shouldering a pole, borrowed long ago as the question word which / what; 可 kě gives only its sound. Side by side they refuse to name the one: 任 leaves the choice unmade, 何 marks it the which that stays unanswered.

1Put 任何 directly before the bare noun, with no measure word between them.Does the noun name a whole kind, with no one member meant in particular?
2In a positive claim, set 都 before the predicate to sweep every member under the one verdict.Read it back — without 都, does the positive sentence sound unfinished? If so the sweep word is missing.
3Under negation, drop 都 and let 沒有/不 carry it: 沒有任何 N = not a single one.Is the reading not even one, the strongest denial, rather than a plain not?

每 walks the members one by one and counts on a measure word — 每個決定. 任何 picks none and counts none: it opens the whole kind at once, with a bare noun and no measure. 每 enumerates; 任何 admits any.
什麼/哪 + 都 (free-choice question word)
什麼…都 reuses a question word in situ to mean any one. 任何 is a determiner set straight before its noun — 任何書, not 什麼書都 alone. Same any reading; 任何 modifies a stated noun, the question word stands in for an unstated one.
✗ 做任何一個決定 → ✓ 做任何決定(任何 takes the bare noun; no measure word wedged in)
✗ 任何決定應該仔細思考。 → ✓ 任何決定都應該仔細思考。(the positive sweep 都 is needed)
✗ 我有任何問題。 → ✓ 我沒有任何問題。(任何 in a plain positive statement reads odd; it lives in sweeps and under negation)
English any covers both the free-choice positive (any decision will do) and the negative (not any reason). Chinese 任何 follows the same split but leans on its partners: positive needs the trailing 都, negative needs 沒有/不. Learners carry over bare any and drop 都, leaving the positive sentence unfinished.
