話題優先 fronts a standalone frame, cut off by a pause; the comment is a complete sentence with no slot for it (筆,幾塊錢一枝呢?). 主題句 fronts an argument the comment acts on, filling a slot in it (這本書我看完了 — 看 takes 這本書). Frame-setter against argument-topic.
