比跟…一樣 says the gap is zero (A equals B); 比 says there is a gap and names which side wins.
跟Bare 跟 only links A with B (do it together); 一樣 is what turns the link into a verdict of sameness.
quality after 跟: 這本書跟貴那本書 → 這本書跟那本書一樣貴
negation on 跟: 這本書不跟那本書一樣貴 → 這本書跟那本書不一樣貴
stranded 一樣: 這本書跟那本書貴 → 這本書跟那本書一樣貴
English 'as … as' wraps the quality in the middle; here the quality lands last, after 一樣, and the two items are bracketed by 跟 first.
