2Put the end point after 到.Is this where the span stops?
3State the verb or measure after the frame.Does it describe the whole stretch, not just one end?

界 · Boundary
從 alone
從 alone names only the departure point and leaves the rest open; 從…到… closes both ends and fixes a finite span.
到 alone
到 alone names only the arrival point; the frame adds 從 so the start is fixed too.
向 orients an action at a target without measuring distance; 從…到… is the measured stretch between two points.
✗ 到臺北從南投 → ✓ 從臺北到南投 (從 takes the start, 到 takes the end — the order is fixed)
✗ 從臺北南投 → ✓ 從臺北到南投 (drop 到 and the end point floats unmarked)
✗ 從九點到 → ✓ 從九點到五點 (到 needs its end point to close the span)
English from … to … maps one-to-one, so learners reach for it readily; the trap is dropping 到 (treating 從 as enough, as 'from' can stand alone in English).
