Same join, different register. 與 is written/formal (與讀者分享); 跟 is the everyday spoken word for the identical relation (跟朋友聊天). Swapping 與 into casual speech reads stiff; 跟 in a formal essay reads loose.
與2 is a preposition: it sits between an actor and the party they act with, before the verb (作家與讀者分享). 與1 joins two nouns into one list and takes no verb between them (作家與讀者都來了 = both came).
與 joins a party who shares the verb as an equal; 向 aims the verb one-way at a target who only receives it. 與他學 = study alongside him; 向他學 = take him as the model to learn from.
