A span of time or amount comes first; 以 takes that span as the anchor, or 之 links to it the classical way; 內 closes the wall around it. 內 is 入 entering under the cover 冂 — the enclosure the span draws.

以內/之內 wraps the whole span as a closed range and the event sits somewhere inside it; 以前/以後 cuts at one point and the event sits to one side of it.
在…裡
在…裡 is a physical container with walls; 以內/之內 bounds an abstract measured limit — a stretch of time or a number.
在一天裡面增加了十倍 ✗ → 在一天之內增加了十倍 ✓ (a day is a measured span, closed with 之內, not a room with 裡面)
做一個十分鐘以後的報告 ✗ → 做一個十分鐘以內的報告 ✓ (capping the length means inside the limit, 以內; 以後 would push past it)
三公斤之內以內 ✗ → 三公斤以內 ✓ (one closer, never both stacked)
English 'within' covers both a closed span ('within a day') and a deadline point ('within the hour'); Mandarin keeps 以內/之內 for the enclosed span and reaches for 以前 when the sense is a cut-off point.
