一…就… fires one fixed result the instant a trigger lands; 一會兒…一會兒… names no trigger and no order that sticks — the two moments keep trading places.
✗ 他一會兒是司機就是老闆。 → ✓ 他一會兒是司機，一會兒是老闆。 (both arms take 一會兒; 就 would switch it to a fixed trigger-result.)
✗ 他是司機，一會兒是老闆。 → ✓ 他一會兒是司機，一會兒是老闆。 (tag the first moment with 一會兒 too, not only the second.)

English carries the alternation in one phrase ("now the driver, now the boss") and can leave the first arm unmarked; Mandarin repeats 一會兒 on both arms — the back-and-forth lives in the pairing.
