一 counts one. 方 names a direction or side; its old graph is contested — two boats lashed deck-to-deck, or a plow's straight crossbar, both squared off. 面 is a face, an eye (目) inside the line of a cheek. Together 方面 is one face of a matter; the first 一方面 turns it to that face, the second turns it to the next. Both brackets report on the same single thing.

✗ 一方面便宜，一方面更便宜。 → ✓ 不但便宜，而且更便宜。 (when the second outranks the first, that is a step-up — 不但…而且…, not two level faces.)
English 'on one hand … on the other hand …' can open just the contrast clause and leave the first unmarked; learners drop the first 一方面 and mark only the second. Both faces need 一方面.
