Restates the clause just made as its plain equivalent or upshot: the same fact said again, so that is to say.

字源 FORM what the parts do

就 climbs to the high place and arrives — its 就是 branch means it amounts to exactly this. 是 says it is so; 說 lays the words open (言 beside 兌 for sound). Together 就是說 settles the next clause as exactly the same fact, re-said. The bracketed 那/這 point back at what was just spoken, 也 ties it on; all three are optional, 就是說 is the fixed spine.

就是說 re-renders one fact as its own plain equivalent (the two sides name the same thing). 因為…所以… links two distinct facts, a cause to its separate effect. One says it again; the other moves from one fact to another.
也就是
也就是 equates two terms or labels inside a clause (X,也就是 Y — X, namely Y). 就是說 reformulates a whole clause into another whole clause. Naming a thing against re-saying a statement.
introducing a brand-new fact instead of a restatement: 會有颱風,就是說我帶了傘 → 會有颱風,就是說我們不能去海邊了

English 'that is to say / in other words' drops in freely; learners render it word-for-word and lose the fixed 就是說 spine, or stretch it to mean 'and so / therefore' where two distinct facts call for 所以。
