實際上 stresses the practical reality versus theory or appearance ('in practice it works out as…'). 事實上 stresses the factual record versus a held belief ('the facts are…'). Near-twins; 事 fixes 事實上 on stated facts, 際 fixes 實際上 on how things actually play out.

English 'in fact' often just intensifies or elaborates an agreeing point ('I like it; in fact, I love it'). 事實上 needs a belief it contradicts; using it to pile on agreement reads as correcting something no one claimed.
