Question word for a place. 哪裡 holds the slot where the location answer will go: where. It stays in that place slot, often after locative 在 (在哪裡).

字源 FORM what the parts do

哪 grows from 那 (that): 那 gives the sound, and 口 the mouth opens it into a spoken question, the tone tipping nà up to nǎ. 裡 supplies "inside, place." Together they ask after a place: which one.

1Put 哪裡 in the slot where the place answer belongs, not at the front.If you swap 哪裡 for 這裡 or 那裡, does a normal statement come out? Then the slot is right.
2If the verb is locative, set 在 in front: 在哪裡.Would the answer take 在 too (在台北)? Then the question takes 在哪裡.
3Asking which one of a set, not a place? Use 哪 (or 哪個), not 哪裡.Is the answer a place, or a pick from a group? Place → 哪裡; pick → 哪.

哪 asks which one out of a set; 哪裡 asks which place. The 裡 is what turns the pick into a location.
這裡 / 那裡
哪裡 asks; 這裡 and 那裡 answer (here / there). Same 裡 place-form, but 哪 is the open slot, 這/那 are filled.
哪裡是郵局? → 郵局在哪裡? (the place word stays in the slot, after 在, not fronted)
你住在哪個? → 你住在哪裡? (a place answer needs 哪裡, not 哪/哪個)
你去這裡? → 你去哪裡? (a question takes the asking member 哪裡, not the answering 這裡)
English fronts "where" to the start of the question; Chinese leaves 哪裡 in the place slot where the answer will sit.
