得-degree 地 sits BEFORE the verb — the manner you intend going in (慢慢地走). 得 sits AFTER the verb — the degree judged once it is done (走得很慢). Position flips with the timing.
的 地 feeds a verb (a manner: 慢慢地走). 的 feeds a noun (an attribute: 慢的人). Same sound de, different landing.
