Fronts one chosen vantage or party, then carries out a deliberate action shaped by that vantage.

字源 FORM what the parts do

Two brackets close round one chosen vantage, then a verb is mounted on it. 從 opens the path out of a source (彳 a step, 从 two people one behind the other — the old follow-graph, also giving the sound, 止 a foot): set out from here. 的角度 names the spot you set out from — 角 a horn drawn whole, the jutting tip carried over into corner and angle, 度 a hand (又) spanning out a measure, 庶 worn down to carry the sound. 來 closes the bracket — the wheat graph on loan for "come," the vantage comes round to the work. The open verb after 來 is done from that spot.

Someone walks to one fixed spot, plants their feet, and from there builds the thing — every cut shaped by what that spot can reach. The hand works; it does not merely look back and report.

3Read it back from the picture.Does it carry out V shaped by the chosen vantage (success), rather than only report how the matter looks from it (failure)?

對......來說
從…的角度來+V seats a vantage you then DO something from (從學生的角度來思考 = think it through as a student would). 對…來說 seats a party and only states how things weigh for them (對學生來說,這很難 = for a student, this is hard); no verb is mounted on it. Act-from-a-vantage against weigh-from-a-seat.
按照
按照 names a rule or plan an action is carried out to match (按照規定設計 = design it the way the rules say). 從…的角度來+V names a vantage the action is shaped by, not a rule it conforms to (從使用者的角度來設計 = design it the user's way of seeing). Conform-to-a-rule against work-from-a-vantage.

English 'from the user's perspective' covers both doing and merely judging. 從…的角度來+V is the doing sense (design/plan it from that angle); the bare-judgment sense ('from the user's perspective, it looks good') wants 從…來看.
