A building (广) and 氐 dǐ below it for the sound — and 氐 already means low, pressed to the ground. So both halves point down: the lowest part of the house, its base. From the floor of a thing, the bottom of any matter: 底部、到底、年底. It runs the 氐 series — 低、抵、邸.
