亼義a roof, things gathered under itthe top 人-shape — a covering, not the person 人
卪義a person kneeling to receiveworn into the bottom 一 plus the hook — the kneeling figure is gone
Under a gathering roof (亼) someone kneels (卪) to take an order handed down. Together: to command. The kneeling figure wore down into the bottom stroke. From the order: 命令, 法令, and 令人 — to cause someone to feel something.
